In order to avoid general public from any fraud, the Capital Development Authority on Wednesday asked to provide details of all illegal, unapproved housing societies in its jurisdiction.
There is mushroom growth of housing societies in federal capital and majority of it could not take no-objection certificate (NOC).
Some of it might take the lay out plan for housing society but could not bother to take the NOC, which was required to be taken at later stage.
The general poor public, have no choice but to invest in these societies with their limited financial resources.
This was discussed in Sub-Committee-VII of Public Accounts Committee (PAC), which held today at Parliament House under Convereship of MNA Riaz Fatyana.
Speaking on the occasion member of the committee Senator Talha Mehmood said every-day people were on protest in one or another corner of the federal capital about these illegal societies.
The government has banned the provision of public utilities including power and gas facilities.
He assured the CDA top management to take action on new societies and also regularize the existing illegal societies.
The Senator claimed some of these societies were years old and some-one committed wrong but at last the people were suffering.
Therefore, it was need of the hour to identify and rectify the mistakes of others and strictly follow rule of law for new societies.
The committee also suggested the CDA to encourage the private developers of real estate according to rules. The committee directed the CDA to provide details of all societies within one month
. After getting the details of these societies, the committee will assess and will give further directions for implementation of CDA rules.
Chairman CDA Aamir Ahmad Ali informed the committee that some societies get lay out plan, which was initial requirement of any society.
After it, he said they have to apply for proper NOC from CDA, but some societies were start sale/purchase of plots without proper approval from competent authority (CDA).
While taking different audit paras, the committee was of the view that there were confusion over the owner of some capital lands between CDA and Metropolitan Corporation of Islamabad (MCI).
The committee was of the view that such confusion should be removed for strengthen these institutions.
The committee was also informed about the progress of Senate Housing Society and was apprised that previous management of the society was involved in Rs600 million fraud. In this regard, an enquiry was already taken by FIA.
The committee directed the FIA to provide complete details of corruption in the society and fix the responsibility.
